Translate Your Chinese Police Check (无犯罪记录证明) for Australia

The Chinese police clearance is the 无犯罪记录证明 — the Certificate of No Criminal Record, sometimes searched as 良民证. We provide NAATI-certified Chinese to English translation of the certificate you supply, at $59 per page with under 24-hour delivery. Before ordering, check whether the receiving organisation wants the police-issued record, a notarised certificate, or both — they are separate documents.

Police record, notarial certificate: not the same document

Criminal-record certification in China is administered by public security authorities under national rules, with the certificate issued through the relevant local public security body (Ministry of Public Security). A notarial certificate (公证书) is issued separately by a notary office (公证处). Where you apply, what the certificate looks like and what evidence is needed differ by place and by recipient, so follow the instructions you were given rather than a general description.

    • 无犯罪记录证明 — the record issued by the public security authority (公安机关 / 公安局 / 派出所), usually on letterhead with an official seal
    • 公证书 (notarial certificate of no criminal record) — issued by a notary office, often as a bilingual bound bundle, and a different document from the police-issued record
    • Some organisations ask for the police record, some for the notarial certificate, and some for both — check the exact wording of the request you received
    • Issuing practice, layout and application channels vary by province and city; there is no single nationwide format
    • Applicants outside China are sometimes directed to a Chinese embassy or consulate; requirements are set by those authorities, not by us
    • Send a complete, legible copy of every page, including covers, seals, notary pages and reference numbers

What the certificate shows and how we translate it

A 无犯罪记录证明 usually identifies the person by name and identity-document number, states the period or scope checked, records whether a criminal record was found, and carries the issuing authority's name, date and seal. A notarial certificate adds the notary office's certification wording and often an existing English rendering. Our NAATI-certified Chinese translators reproduce the document as supplied — headings, body wording, identity details, dates, seals, signature blocks and any reference or notarial numbers. Where your bundle already contains an English page, we translate the Chinese content and describe the bundle as it stands; check with the receiving organisation whether an additional certified translation is required at all. TransLingo translates the documents you send. We do not issue, obtain, verify, notarise or apostille Chinese records, and the receiving organisation decides what it requires.

    • 无犯罪记录证明 issued by a public security authority
    • 无犯罪记录公证书 — notarial bundle, translated in full including notary wording
    • 良民证 and other everyday search terms for the same clearance
    • Seals, reference numbers and endorsements reproduced in the translation
    • Name spellings kept consistent with your passport where you supply it

    Frequently asked questions

Who issues a police clearance certificate in China

The 无犯罪记录证明 (no-criminal-record certificate) is issued by the local public security bureau where you were registered, and is usually notarised for overseas use. Home Affairs expects the notarised version where the applicant is applying from outside China.

Chinese civil documents come from several distinct systems. Birth medical certificates have been issued by hospitals under the National Health Commission since 1996; marriage and divorce certificates come from Civil Affairs Bureaus as booklets with a photograph; and notarial certificates (公证书) are issued by public notary offices as bilingual booklets. Household registration is recorded in the hukou (户口簿) booklet.

What your certified English translation reproduces

Every certified translation we issue is a complete rendering of the source document — not a summary. For a Chinese police clearance certificate that means:

    • Applicant's full name, date and place of birth and identity document number
    • The issuing authority, reference number and the date the search was run
    • The scope of the search — national register, period covered and any regional limitation
    • The result statement, translated literally rather than paraphrased as 'clear'
    • Any recorded conviction with its statutory reference and sentence
    • Validity period, seal, signature and any verification code or QR reference

    Chinese names, dates and script

Chinese names are written family name first in simplified characters, with pinyin romanisation on the passport. The same character set can produce different pinyin across Mandarin and Cantonese conventions, and Hong Kong and Taiwan documents use traditional characters. Dates are written year-month-day, and the identity card number encodes date of birth and region.

    Seals, stamps and legalisation

Red official seals (公章) are the primary authentication and are described rather than reproduced. Since China acceded to the Hague Apostille Convention in November 2023, documents for Australian use may carry an apostille issued by the Ministry of Foreign Affairs or an authorised provincial foreign affairs office, replacing the older consular legalisation route for many applicants.

How Australian agencies read this document

Australian organisations use the translation to read the issuing authority, the scope of the search and the result statement exactly as recorded. Requirements vary by organisation and by application — check the receiving organisation's current instructions for which certificate it needs and how recent it must be.

Commonly requested alongside visa, registration and employment applications. Check the current document and translation checklist published by the organisation you are submitting to.

    What we check before certifying

Most delays are caused by the source document, not the translation. These are the issues we look for on Chinese police clearance certificates and raise with you before the file is certified:

    • Ordering a second translation without first checking whether the existing English pages meet the receiving organisation's request
    • A hukou booklet where only the personal page is scanned, when the household relationship pages are what evidence the family link
    • Traditional-character documents from Hong Kong or Taiwan treated as mainland-issued, which points at the wrong issuing authority entirely
    • Only part of the document supplied, so headers, footers, seals or reference details are missing
    • A local or municipal clearance obtained where the receiving organisation asked for a national-level certificate
    • A result phrase that means 'no entry found in this register' being loosely rendered as 'no criminal record', which overstates the search scope
