    Who issues a passport in India (Tamil Nadu) and Sri Lanka

    Indian passports are issued by the Regional Passport Office in Chennai, Madurai, Coimbatore or Tiruchirappalli and are bilingual Hindi-English; Sri Lankan passports are issued by the Department of Immigration and Emigration. Translations are ordered mainly where Tamil-script content or observations-page endorsements have to be rendered in English.

    Tamil-language documents reach us from different jurisdictions, and they are not one system. In Tamil Nadu, births and deaths are registered by the Registrar of Births and Deaths in the corporation, municipality or town panchayat, and the state's civil registration service publishes its own guidance on how copies are issued ([crstn.org](https://www.crstn.org/birth_death_tn/AboutUs/FAQ.pdf)). In Sri Lanka the equivalent records are issued by the Registrar General's Department, a separate issuing context with its own forms. Education records come from the institution or board that issued them — Anna University is one example among many, not a general rule.     Tamil names, dates and script

    Tamil names are sometimes recorded with an initial before the given name — R. Karthikeyan, S. Meenakshi — and Australian forms may read that initial as a first name or as a middle initial. Romanisation of Tamil script is not standardised, so more than one English spelling of the same name can be legitimate. Look at your own document to see which languages and spellings it actually carries; some are bilingual and some are not. We reproduce what is printed. Where a name or date differs from your passport or other records, flag it with your order and check the receiving organisation's supporting-evidence requirements.

    Seals, stamps and legalisation
