Who issues a degree certificate in India (Tamil Nadu) and Sri Lanka
Provisional and convocation degree certificates are issued by the university under the Registrar's signature. ACS and Engineers Australia typically require the degree, the full transcript and, for ACS, evidence that the qualification is closely related to the nominated ANZSCO occupation.
Tamil-language documents reach us from different jurisdictions, and they are not one system. In Tamil Nadu, births and deaths are registered by the Registrar of Births and Deaths in the corporation, municipality or town panchayat, and the state's civil registration service publishes its own guidance on how copies are issued ([crstn.org](https://www.crstn.org/birth_death_tn/AboutUs/FAQ.pdf)). In Sri Lanka the equivalent records are issued by the Registrar General's Department, a separate issuing context with its own forms. Education records come from the institution or board that issued them — Anna University is one example among many, not a general rule. Tamil names, dates and script
