The Skilled Work Regional (Provisional) Visa (Subclass 491) is a points-tested provisional visa for skilled workers willing to live and work in regional Australia. It provides a pathway to permanent residence through the Subclass 191 visa. The Subclass 491 can be obtained through two pathways: (1) State or territory government nomination — the state or territory nominates the applicant to fill a skill shortage in a regional area. (2) Family sponsorship — an eligible relative who is an Australian citizen, permanent resident, or eligible New Zealand citizen, living and working in a designated regional area, can sponsor the applicant.
Regional requirement: holders must live, work, and study only in designated regional areas. Sydney, Melbourne, Brisbane, Perth, and the Gold Coast are excluded. Canberra, Adelaide, Hobart, and Darwin are currently designated as regional. The visa is granted for 5 years. After 3 years and meeting minimum income requirements (currently AUD 53,900 per year), holders may apply for the permanent Subclass 191. Nomination or sponsorship adds 15 points to the applicant's score.
